Maybe a good start would be to provide a campground, supervised by attendants. That would separate the care and care nots. If you weren't responsible in following campground rules, like in an apt or rented house, you would be required to leave. To where I don't know, but at least you cwould be able to separate the two groups. It's a start. Then for the people that were responsible for a reasonable amt. of time, maybe a plan could be implemented to further their desire to get their lives together with a program or programs designed to help them over their individual hurdles.
